This decision will be taken under urgency procedures.

Reason for urgency:
The Chair of the Scrutiny Chair agreed that this decision be taken under the Special Urgency Procedure. The urgency was that the Government deadline for spending tranches 1 and 2 of ARG received, which is required in order for the council to receive tranche 3 ARG funding, was 30th July.

The Mayor agreed to waive call-in of this decision in accordance with Part 4C of the Council Constitution for the reasons given above and that the decision must be implemented immediately in order for the remaining funds to be distributed.
