In accordance with Part 4C of the Council’s Constitution, the Mayor agreed under paragraph 5.5 that the following be considered as a matter of urgency, and the Chair of the Scrutiny Committee also agreed the urgent matter could be considered by the Cabinet in private session in accordance with paragraph 14.4.

 

In accordance with paragraph 11.14 of Part 4F of the Council’s Constitution, the Mayor agreed to waive the Scrutiny call-in procedure in respect of this decision for the reasons given below.

 

The reasons for the urgency were that the contract needed to be awarded in line with timescale for bringing the Leisure Centres back in house on 1 April 2021.

Reasons for decision

 

This relates to the decision taken by the full Council of South Ribble on 20 January 2021 to take the management of the Council’s Leisure Centres back in-house from 1 April 2021. The timescale involved in transferring the Leisure Facilities service back in-house necessitates a whole range of decisions that need to be taken very quickly. This is to ensure that the transfer of the services happens as smoothly as possible.

 

Alternative options considered and rejected

 

Given the timescales involved in transferring the Leisure Facilities management service back in-house there is no other option available other than seeking an urgent decision to join the purchasing framework to identify future utility providers for the Council’s Leisure Centres going forward.
