Reasons for decision
This decision will enable the customer services function to develop into a shared service with a single operating model, as previously agreed by both councils. This includes the introduction of shared service management to lead the shared vision and direction of customer services, and a service development outline to transform and align the service within a single operating model.
Implementing the review in a staged approach reflects feedback collected through staff engagement in the informal consultation for the review and will allow greater 1:1 support and consideration to be made for the whole service restructure.
Alternative options considered and rejected
There were two other options considered. One would have been quicker to implement and less challenging than the alternative options but would limit a shared operating model and the benefits of sharing resources and capacity across the organisations. In the second option, fewer managers would be more cost effective for the councils but would be unlikely to provide the right level of management capacity across the two councils to ensure a resilient and sustainable model.
