1.    To approve the revised capital programme attached at Appendix A which reflects all amendments to the programme that have been approved in the 4 months to 31^st July 2021, as detailed in paragraph 11.

2.    To approve the following variation to the programme, which has been included in Appendix B.

1.     That Cabinet agrees to the spending of up to £180k on the car park at South Ribble Tennis Centre to be funded from the Capital programme sum earmarked for the refurbishment of the Council’s Leisure Centres.

2.     That Cabinet delegates responsibility to theCabinet Member for Finance, Property and Assets in liaison with the Director of Commercial Services for the awarding of the contact to the successful bidder to complete the extension to the car park at South Ribble Tennis and Fitness Centre following a procurement exercise underway which is being carried out under the Council’s procurement rules.

1. That Cabinet approves the transfer of the land and reservoir to South Ribble Borough Council and the receipt of the sum of £500,000

2. That Cabinet approves the principles of the outline Master Plan. Further reports will come back through Cabinet and Council around the phasing of delivery and funding options for the component parts.

3. That Cabinet approves the funding of £150,000 plus a £25,000 contingency for the refurbishment of the existing Sports Club and Changing Rooms as phase 1A of the prosed Master Plan. The £150,000 is to be funded from s106 and £25,000 from the new Leisure Local budget.

To suspend parking charges and close Ecroyd Street Car Park, Leyland on Saturday 25^th September 2021 to enable the car park to be used for stalls taking part in the Taste of Leyland Food Festival event.

Reasons for decision

The car park was closed in 2019 for the event and the event considered a success. As we wish to follow the same structure of the 2019 event. It will also allow for bigger spread of people across the event site.

Other options considered and rejected

Previous to 2019 the event was held on Balfour Court and the land next to Leyland market, in 2019 Balfour court use was refused by the landowner.

Hough Lane was considered but road closure permission would be difficult at a late stage and the event may not be large enough to warrant closing the road.

1.     Members are minded to approve the application; and

2.     the decision is delegated to the Director of Planning and Housing in consultation with Chair and Vice-Chair of the Planning Committee upon successful completion of a legal agreement to secure a financial contribution towards public open space and onsite affordable housing.

That the Cabinet Member (Communities, Social Justice and Wealth Building) approves the award of contract as detailed in the report,  (authorised at Cabinet on 10^th February 2021), via the wavier process for the delivery of this software.

Reasons for decision

1.  Demonstrates best value for money for both South Ribble and Chorley Councils.

2. Ensures the continuation of supplier mitigating the risk of data transfer.
