Welcome and Introduction

Minutes:

 

The Chairman, Councillor Jon Hesketh, welcomed members of the public to the meeting and introduced the committee and explained the proceedings and the role of its members.

Apologies for Absence

Minutes:

An apology for absence was submitted on behalf of Councillor Rebecca Noblet.

107.

Declaration of Interest

Members are requested to indicate at this stage in the proceedings any items on the agenda in which they intend to declare an interest. Members are reminded that if the interest is a Disclosable Pecuniary Interest (as defined in the Members’ Code of Conduct) they must leave the room for the whole of that item. If the interest is not a Disclosable Pecuniary Interest, but is such that a member of the public could reasonably regard it as being so significant that it is likely that it would prejudice their judgment of the public interest (as explained in the Code of Conduct) then they may make representations, but then must leave the meeting for the remainder of the item.

Minutes:

Councillor Jim Marsh declared a personal interest in planning application 07/2017/2900/FUL as he was a ward member, but was able under the Code of Conduct for Elected Members, to remain in the meeting during the consideration of the application.

 

Councillor Warren Bennett (in the audience) declared a personal interest in planning application 07/2017/2900/FUL as he had rented one of the premises in the area next to the application site, but was able under the Code of Conduct for Elected Members, to remain in the meeting during the consideration of this matter.

Appeal Decisions

A verbal update will be given in respect of recent planning appeals.

Minutes:

The Planning Manager informed the Committee on the following appeals in respect of Withy Arms, 122 Station Road, Bamber Bridge:

 

Appeal A:  Ref 07/2017/1539/FUL

 

Alterations to the rear external seating area (retrospective) with an extension of opening hours, provision of timber frame shelter over front external seating area, alterations to fascia and first floor rear extension to facilitate ancillary managers accommodation. Dismissed: except for the managers accommodation- a first floor rear extension which has been allowed.

 

Appeal B:  Dispute of Condition 3 Hours of operation on 07/2017/1708/VAR

 

The use of the outside seating area shall be restricted to the hours of 10am – 10pm on all days including weekends and public holidays. All artificial lighting to this area must also be restricted to these times and locks installed to gated/other access into this area within 1 month of the date of this permission to prevent unauthorised customers gaining entry to this area outside of the above specified times”.. Dismissed

·         Part of the proposed development, and particularly plots 63, 64, 65, 66, 67, 163, 164 and 165, due to their location in close proximity to the M61 motorway, would suffer an unacceptable level of noise and air pollution, detrimental to the health and well-being of the future residents of that part of the development

 

·         The affordable housing element of the proposed development were grouped in clusters and therefore was contrary to The Central Lancashire Affordable Housing Supplementary Planning Document which requires affordable housing units to be pepper-potted throughout the development
