Minutes:

The Chair, Councillor Caleb Tomlinson, welcomed members of the public to the meeting, introduced the committee and explained the roles of its members and proceedings.

Members are requested to indicate at this stage in the proceedings any items on the agenda in which they intend to declare an interest. Members are reminded that if the interest is a Disclosable Pecuniary Interest (as defined in the Members’ Code of Conduct) they must leave the room for the whole of that item. That the application be refused for the following reasons:

 

1.    The application site is considered to be in an unsustainable location due to the distance from the nearest shops and services, the absence of nearby public transport and the lack of connection to nearby settlements. The proposed development, therefore, does not represent sustainable development and does not comply with Chapter 9 (Promoting sustainable transport) particularly paragraphs 102c, 103, 105 and 108 of the National Planning Policy Framework, Central Lancashire Core Strategy Policy 3 (Travel) and Local Plan Chapter F (Catering for sustainable travel).

 

2.    The proposed development would have a greater impact on the openness of the Green Belt and, as such, constitutes inappropriate development.  The benefits of the scheme insufficiently outweigh the harm to that landscape. As such, the proposed development is contrary to the National Planning Policy Framework and Policy G1 of the South Ribble Local Plan

An amendment was moved by Councillor Barrie Yates, seconded by Councillor Mary Green, that the application be refused. Upon being put to the vote, it was RESOLVED (Yes: 9 No: 1) that the application be refused for the following reasons:

Minutes:

The Committee received a report of the Director of Planning and Property which sought approval of the 2018/19 Monitoring Report for the South Ribble Local Plan and the Central Lancashire Core Strategy.

 

Members were informed that the monitoring report is a national annual requirement which highlighted progress made between 2018 and 2019.

 

South Ribble’s population had increased consistently since 2011 and an ageing population was prevalent. A decline in the number of 30-34-year olds living in the borough was also noted.

 

Members were pleased to note that the unemployment rate for South Ribble was 3.2% and that this was below the average for Lancashire as a whole.

 

Of the 512 affordable homes built in Central Lancashire between 2018 and 2019, 97 were built in South Ribble. It was acknowledged that there was significant work to be undertaken in this area.

 

Although the take up of employment land in South Ribble was below the average for Central Lancashire, members were pleased that there was a low level of shop vacancies within the town centres.

 

Members requested that further information on air quality in the borough be provided to the committee but commended the report and the work undertaken over the last twelve months.

 

RESOLVED: (Unanimously)

2.    authority is delegated to the Director of Planning and Property to make minor text, layout and formatting changes prior to publication, as necessary.
