RESOLVED (UNANIMOUS): that the minutes of the meeting held on 8?September 2015 be approved as a correct record and signed by the chairman.

RESOLVED (UNANIMOUS): that as the start time of the committee commenced later than usual, consideration of the matter be deferred until the next scheduled meeting of the committee.

RESOLVED (UNANIMOUS): that the press and public be excluded from the meeting during the consideration of the following items of business as they involved the discussion of information which was defined as exempt from publication under paragraphs 1 and 2 (information relating to an individual and information which was likely to reveal the identity of an individual) of Part I of Schedule 12A of the Local Government Act 1972 and in which the public interest in maintaining the exemption outweighed the public interest in disclosing it.

Further to minute no. 14 (21 July 2015), a report was submitted concerning the holder of a private hire driver's licence.
Consideration of the matter was deferred at the last meeting of the committee pending further enquiries with the Driver & Vehicle Licensing Agency (DVLA), Lancashire Constabulary and the HM Court Service.
The holder of the licence, Mr Swarbrick (accompanied by his friend), attended the meeting and addressed the committee.
During the course of the meeting, Mr Swarbrick?s friend provided the committee with a character reference from his current employer.
RESOLVED (UNANIMOUS): that taking into account all of the facts in this case, Mr Swarbrick?s private hire driver's licence be suspended for 6 months from the date when the suspension first came into effect (accordingly the suspension will stay in force until 17 December 2015).

An application for a private hire driver?s licence was submitted.

The applicant, Mr Rostampour, attended the meeting and addressed the committee.

RESOLVED?(UNANIMOUS): that Mr?Rostampour's application for a private hire driver?s licence be refused.
