4 Approval of Procurement Process for Capital Expenditure on Vehicles

The Cabinet Member for Neighbourhoods and Street Scene introduced this report which informed Cabinet that the Council?s vehicle replacement capital programme included the replacement of one large and two mini - road sweeping vehicles in 2013/14, and sought approval for the proposed procurement process, contract award procedure evaluation criteria and weightings.

The report also referred to discussions with Chorley Borough Council, through the shared financial and procurement service, that had identified that Chorley Borough Council is also currently giving consideration to entering a procurement process for one large and two mini - road sweeping vehicles, which could be done jointly. However, due to the different decision making processes and timescales, Chorley Borough Council had not yet made a decision. The report therefore proposed that, subject to Chorley Borough Council confirmation, a joint procurement exercise be undertaken to take advantage of the benefits that a joint procurement should bring to both councils.

The report also sought approval to incur capital expenditure for all three vehicles and to delegate authority for the award of contract for the one large road sweeping vehicle only, and that a further report be presented to a future Cabinet in relation to the award of contract for the two mini - road sweeping vehicles

RESOLVED (Unanimous):

1. That authority be granted under section 3.4 of the Financial Regulations to incur capital expenditure of ?255,000 for the purchase of one large and two mini road sweeping vehicles.

2. That approval be given for the joint procurement process (subject to Chorley Borough Council confirming it wishes to take part), contract award procedure and evaluation criteria and weightings, as outlined in the report.

3. That all relevant provisions of the Council?s Standing Orders for Contracts and in particular clause 26.4, for the reasons outlined in the report, be waived, and that the Director of Neighbourhoods, in consultation with the Cabinet Member for Neighbourhoods and Streetscene, be authorised to accept the most economically advantageous tender for the supply of one large road sweeping vehicle.

4. That a further report be presented to a future Cabinet in relation to the award of contract for the two mini - road sweeping vehicles.

5 Select Move Allocation Policy

The Cabinet Member for Strategic Planning & Housing introduced this report which informed Cabinet that South Ribble Borough Council had been part of the Select Move choice based lettings scheme since 2006 and that since then there had been a number of minor changes to the allocations policy, the last ones being in 2010 and that each local authority was required to publish an allocations policy under Part V1 of the Housing Act 1996 and the policy must provide priority for certain groups of people. This was achieved through the policy and the Select Move housing register

However the Localism Act 2011 had introduced a number of changes in relation to access to social rented housing: Local authorities can decide who can qualify to join the housing register Armed forces and ex ? armed forces personnel are to be given priority and those who are adopting or providing foster care are also to be given priority.

In order to meet these requirements of the Localism Act the policy had been reviewed and a draft document produced by all partners which required wider consultation with interested parties before formal implementation.

RESOLVED (Unanimous):

That the Council, in order to progress and implement the Select Move common allocations policy:

1. Note the contents of the draft Select Move common allocations policy.
2. Gives approval to enable the Select Move partnership to go to wider consultation with stakeholders and partners.
3. Delegates to the Director of Planning and Housing in consultation with Cabinet Member for Strategic Planning and Housing authority to amend the draft policy in the light of any representations made and to then implement the policy.
