The Chairman, Councillor Yates, welcomed members of the public to the meeting and introduced the committee and explained the proceedings and the role of its members.

The Legal Services Manager informed those present that Councillor Miss Hamilton had resigned from the committee with immediate effect.

Councillor Mrs Snape, who was in the audience, declared a personal interest in the following item as she lived near to the site, but was able under the Code of Conduct for Elected Members to remain in the meeting during the consideration of the application.

David Whelan, Legal Services Manager, also declared a personal interest in the following item, as he had previously worked with one of the objectors, but was able under the employee?s code of conduct to remain in the meeting during the consideration of the application. He also informed those present that Mike Atherton (Assistant Planning Manager), Chris Sowerby (Senior Planning Officer), Janice Crook (Planning Officer) and Debbie Roberts (Planning Officer) had various levels of interest and would only attend the meeting once the item had been considered.

The committee considered a report concerning allocation reference Site ?FF? within the South Ribble Local Plan which related to land known as the Moss Side Test Track, Leyland. The site measured approximately 40 hectares and was allocated in the South Ribble Local Plan as subject to Policy C2 an allocated Major Site for Development.

Following extensive consultation since 2003 a Development Brief for the site was adopted in 2010 which provided for 850 houses. This Development Brief was for the purpose of marketing the site moving forward rather than a technical planning document. It therefore served a different purpose at that time and was now quite dated. In particular the 2010 Brief was before the National Planning Policy Framework and City Deal had been introduced.

A draft Masterplan had been produced which included the Test Track site and Paradise Park and therefore the area covered by the Masterplan was 53.18 hectares. A major consultation exercise had taken place, following which several revisions had been made to the draft masterplan dated 10 November 2016 but these had not been the subject of further consultation.

The purpose of the report was to seek adoption of the updated Masterplan for development management purposes. The drive to support more house building by central government had strongly influenced the current proposals which now provided for up to 1,100 residential homes, employment land/local centre facilities (4.9ha), Paradise Park (9.51 ha) and on site green space (8.73ha).

A number of members of the public and local councillors spoke at the meeting and raised various concerns which included the following:-
? There had been limited public consultation during the process with no consultation since the revisions had been made to the draft Masterplan.
? The impact on the traffic on the local highway network
? The proposed access points on to Longmeanygate and Paradise Lane were not acceptable, especially with the extremely large amount of traffic associated with a development of this size and this would only exacerbate the existing highway issues within the area. Paradise Lane had been closed off to through traffic following concerns of highway safety.
? An access point which directly links to Schleswig Way would be a more acceptable proposal.
? The housing density of the Masterplan was too high and needed to reflect more to the density figures included within the 2010 Development Brief.
? The calculations for open space seemed to use existing open space within Paradise Park.
? The area of employment land had been significantly reduced from that within the 2010 Development Brief - a more even balance of residential and employment should proposed.
? The residential and employment areas share access points at Buckshaw Village which work well and should be replicated on Moss Side Test Track rather than creating a new access on Longmeanygate.
? The green infrastructure buffer was not contained within the site and Paradise Park had been used to increase the developer?s contribution towards the on-site public open space provision.
? There was no evidence of an environmental impact assessment being undertaken.
? No consideration appeared to have been given to the impact on existing residents.
? The Masterplan did not complement the work recently taken place to improve the bridleways with the area.

The applicant spoke in favour of the Masterplan and responded to some of the concerns raised.

Following comments from members of the public, local councillors and the applicant, the Masterplan was then considered by the committee.

The meeting was adjourned at 8.18pm and reconvened at 8.22pm to enable members of the committee to give further consideration to potential reasons for deferral.

(1) That the Masterplan be deferred;
(2) That the applicant be requested to consider that any further plans reflect the 2010 Development Brief and in particular:-
i. Increase the area of employment land
ii. Reduce the housing density
iii. Consider an access point direct to Schleswig Way
iv. That the residents be consulted on the changes before the Masterplan is presented to the Planning Committee for further consideration.

Lancashire County Council had received an application for the completion of the Penwortham By-pass as they were the decision making authority with regard to applications for highway infrastructure. As the proposal was situated within South Ribble, the County Council had consulted this Council for its views on the application.

Although there were no objections to the proposal, it was suggested by a member of the public and agreed by the committee, that the possibility of this stretch of new highway being finished with quiet tarmac (due to its close proximity to residential properties) be suggested to County Council.

It was also suggested that the possibility of screening be considered, maybe in the form of bunds, to protect those properties on Bank Top Road, Moorfield Close and Townlea Close from increased noise from the proposed bypass.

UNANIMOUSLY RESOLVED:
That, subject to the comments concerning quiet tarmac and additional screening, the Committee raise no objection to the consultation from Lancashire County Council who in due course will determine the application.

141 Penwortham Town Council ? Neighbourhood Development Plan

The introduction of the Localism Act in 2011 brought about the concept of neighbourhood development planning and introduced regulations on how to prepare, consult, examine and adopt Neighbourhood Development Plans (NDP).

In December 2013, this council received an application to develop a NDP for the area of Penwortham Town ? a planning document created by local people that guides and shapes development in the local area. The plan was examined in 2016 and the Examiner?s report was considered by Planning Committee on 9 November 2016 and the Examiner?s recommendations were agreed, including that a referendum be held covering the same area as the plan. The referendum was held on Thursday 9 February 2017. 90.2% of those who voted were in favour of the plan being used to help decide planning applications in the area. As this figure was over 50%, the Planning and Compulsory Purchase Act 2004 requires this council to ?make? (adopt) the neighbourhood plan. The preparation of the Penwortham Town Neighbourhood Development Plan has now satisfied all the procedural steps and must now be formally ?made? (adopted).

RESOLVED (11 Yes, 1 No, 0 Abstention):
That the result of the referendum held on 9 February 2017 be noted and that that Council be recommended to make the Penwortham Neighbourhood Development Plan with the consequence that it would become part of the statutory development plan for the neighbourhood area.
