Welcome and Introductions The Chairman welcomed members to the meeting. He informed members that Ron Hopkins was currently undergoing medical treatment and had indicated that he would be standing down from the committee in the near future. Members joined the chairman in expressing their gratitude to Mr Hopkins for his commitment to the committee in recent years and in wishing him all the best for his treatment. That, upon receipt of Mr Hopkins' formal resignation, a letter of thanks be sent to him for his valuable contribution to the committee in recent years. |

Consultation on amended Code of Conduct for Members and a mandatory Code of Conduct for Employees Response attached Committee report attached Appendix1 attached Appendix2 attached Backgroundpapers attached The Legal Services Manager presented a report outlining Government proposals to amend the existing model Code of Conduct for Elected Members and to introduce a mandatory Code of Conduct for Employees. This council currently had a voluntary code of conduct for employees in place which formed part of the Constitution. The proposed changes to the model Code of Conduct for Elected Members would cover conduct of members in their non-official capacity which constituted a criminal offence. Members considered the questions posed in the consultation paper and discussed the draft responses which the Legal Services Manager had prepared for discussion purposes before agreeing final responses to the questions. [A copy of the final response which has subsequently been forwarded to the Department of Communities and Local Government is attached]. |
