RESOLVED (UNANIMOUS): that the minutes of the meeting held on 22?November?2016 be approved as a correct record and signed by the chairman.

RESOLVED (UNANIMOUS): that the press and public be excluded from the meeting during the consideration of the following items of business as they involved the discussion of information which was defined as exempt from publication under paragraphs 1 and 2 (information relating to an individual and information which was likely to reveal the identity of an individual) of Part I of Schedule 12A of the Local Government Act 1972 and in which the public interest in maintaining the exemption outweighed the public interest in disclosing it.

(During the course of the proceedings ?

(i) Councillor Watts left the meeting as he had another meeting to attend; and

(ii) the Director of Neighbourhoods, Asset Management and Environmental Health left the meeting (with the permission of the chairman, the Director of Development, Enterprise and Communities took his place.)

An application for a hackney carriage driver?s licence was submitted.

Applicant (A) had been invited to attend and/or be represented at the meeting but was not present.

The committee noted that the Council had received an email from Applicant (A) stating that he could not attend the meeting as he had started a new job. Applicant (A)?s email also provided further information which he wished the committee to consider.

The committee also noted that there was a slight error made in the report.

It was decided that the matter would be considered.

RESOLVED (FOR: 6, ABSTAINED: 2, AGAINST: 0): that Applicant (A)?s application for a hackney carriage driver?s licence be refused.

(Applicant (A) would be informed of his right of appeal to the Magistrates Court.)

A report was submitted following action taken under the provisions of Standing Order No. 38 to revoke Driver (A)?s hackney carriage driver?s licence.
