RESOLVED (UNANIMOUS): that the minutes of the meeting held on 18 October 2016 be approved as a correct record and signed by the chairman.

27 Application for Private Hire Vehicle Licence: Mr Cox
Report attached

An application for a Private Hire Vehicle Licence for a Ford Focus (registration number HN10 YKE) was submitted. The committee noted that the vehicle was licenced until 1 October 2016 when the licence lapsed. As the licence had expired the vehicle did not meet the council?s policy on vehicle age limits.

The committee noted that the applicant, Mr Cox, had been invited to attend but was not present as he was away on holiday. The applicant?s representative (Mr Cox?s father), attended the meeting and addressed the committee.

The meeting was adjourned at 6.12pm to allow members of the committee an opportunity to inspect the vehicle.

The meeting resumed at 6.18pm.

RESOLVED (FOR: 8, AGAINST: 1, ABSTAINED: 1): that Mr Cox?s application for a Private Hire Vehicle Licence for his Ford Focus (registration number HN10 YKE) be granted under exceptional circumstances and the usual licensing requirements.

28 Hackney Carriage and Private Hire Policy: Proposed Changes to Convictions Policy

The committee considered the proposed changes to the hackney carriage and private hire policy relating to the relevance of previous convictions and cautions etc (as set out in Appendix 1 to the report). The purpose of this was to make the policy more robust and to reflect best practice.

RESOLVED (UNANIMOUS): that ?

1. the proposed changes to the hackney carriage and private hire policy relating to the relevance of previous convictions and cautions etc (as set out in Appendix 1 to the report) be noted.

2. officers be authorised to undertake a four week period of consultation.
