RESOLVED (UNANIMOUS): that the minutes of the meeting held on 22 March 2016 be approved as a correct record and signed by the chairman.

4 Application to Relicense Private Hire Vehicle: Mr Hayes
Report attached

An application for the renewal of a Hackney Carriage Vehicle Licence for a Lincoln Towncar Sedan (registration number N60 WOW) was submitted. The committee noted that the vehicle did not meet the council?s policy on vehicle age limits.

The applicant, Mr Hayes, attended the meeting and addressed the committee.

The meeting was adjourned at 6.22pm to allow members of the committee an opportunity to inspect the vehicle.

The meeting resumed at 6.27pm.

RESOLVED (UNANIMOUS): that Mr Hayes? application to re-licence the Private Hire Vehicle Licence for his Lincoln Towncar Sedan (registration number N60 WOW) be refused under the council?s policy on vehicle age limits.

(Mr Hayes was informed of his right of appeal to the Magistrates Court.)

The chairman informed the meeting that arrangements have?been made for a special meeting of the General Licensing Committee to take place at 6.00pm on Monday, 4 July 2016.

The purpose of this meeting was to consider the Taxi Licensing Policy.

Members noted the arrangements for the special meeting.

6 Licensing Activity Update

The committee considered a report on the Licensing Unit's activity during the period 1 April 2015 to 31 March 2016.

The information included an overview of the decisions taken in respect of applications relating to taxi licensing.

RESOLVED (UNANIMOUS): that the report submitted be noted.

The Health & Safety Advisor gave a presentation on the committee members? general personal safety.

The chairman thanked the Health & Safety Advisor for his useful and informative presentation.

RESOLVED (UNANIMOUS): that the press and public be excluded from the meeting during the consideration of the following items of business as they involved the discussion of information which was defined as exempt from publication under paragraphs 1 and 2 (information relating to an individual and information which was likely to reveal the identity of an individual) of Part I of Schedule 12A of the Local Government Act 1972 and in which the public interest in maintaining the exemption outweighed the public interest in disclosing it.

The applicant, Mr Jameel (accompanied by his friend), attended the meeting and addressed the committee.

During the course of the meeting, Mr Jameel provided the committee with a character reference from his current employer.

RESOLVED (FOR: 8, ABSTAINED: 1, AGAINST: 0): that Mr Jameel?s application for a private hire driver?s licence be refused.

(Mr Jameel was informed of his right of appeal to the Magistrates Court.)
