12 Application for Private Hire Vehilcle Licences: Mr and Mrs Holland

The committee considered a report concerning a request for an exemption from the council?s age policy in respect of two Private Hire Vehicles (KP07 WXB and MA07 DXR). Subject to the applications being granted, a request had also been made to have an exemption to display external plates on both vehicles.

The meeting was adjourned at 6.47pm to allow members of the committee an opportunity to inspect the vehicle. The meeting resumed at 6.54pm. The applicants, Mr and Mrs Holland, attended the meeting and addressed the committee.

UNANIMOUSLY RESOLVED:
(a) That, because the licences for both vehicles will not expire until August 2015, and the committee thought that it was too soon to consider the request, the application be deferred.
(b) That the applicants be asked to resubmit their application in March 2015 so that it could be considered nearer to the end of the licence.
(c) That at that time the applicants be requested to submit an application to give exemption for a further six months rather than the two years applied for, as this was in line with the council?s existing policy for granting vehicle licenses.
(d) That an exemption to display external plates on both vehicles (KP07 WXB and MA07 DXR) be agreed but that the plates must be kept in the boot.
(e) That the applicants ensure that ?no smoking? signs are displayed in both vehicles.

13 Law Commission Report on Taxi and Private Hire Services

The committee considered a report summarising the Law Commission?s report on taxi and private hire services.

The committee had a short discussion around the implications for the council if the recommendations are introduced.

Councillor Martin also referred to a company called ?Uber?, which was available as a phone application, and the impact this could also have on taxi and private hire licensing.

UNANIMOUSLY RESOLVED:
That the press and public be excluded from the meeting during the consideration of the following items of business as it involved the discussion of information which was defined as exempt from publication under paragraphs 1 and 2 (information relating to an individual and information which was likely to reveal the identity of an individual) of Part I of Schedule 12A of the Local Government Act 1972 and in which the public interest in maintaining the exemption outweighed the public interest in disclosing it.

A report was submitted concerning the holder of a hackney carriage driver's licence.

The holder of the licence, Mr McSweeney, attended the meeting and addressed the committee.

UNANIMOUSLY RESOLVED:
(a) That Mr McSweeney be allowed to keep his Hackney Carriage Driver?s Licence on this occasion.
(b) That Mr McSweeney provides the Licensing Officer with his Disclosure and Barring Service (DBS) check as soon as he has received it.
(c) That if there are anything additional offences within the DBS check, then it would again be considered by the committee.
(d) That if Mr McSweeney has not received his DBS check after two weeks, he contacts the Licensing Officer to advise them of this.?

16 Application for Private Hire Driver?s Licence: Mr Johnson

An application for a private hire driver?s licence was submitted.

As the applicant (Mr Johnson) was unwell, his wife, Mrs Johnson attended the meeting and addressed the committee.

That Mr Johnson be granted a Private Hire Driver?s Licence.
