17/04/2024 - Proposed lease of Vernon Carus Sports and Social Club, Factory Road ref: 2013    Recommendations Approved

Decision Maker: Cabinet Member (Finance, Assets and Public Protection)

Decision published: 18/04/2024

Effective from: 26/04/2024

Decision:

Decision made:

That a lease be granted on the terms set out in this report to Vernon Carus Sports and Social Club, subject to the receipt of satisfactory references.

Reasons for decision:

As part of the land transfer from Lane Ends Development Construction Limited on 13th September 2022, the Council acquired Vernon Carus Sports and Social Club and surrounding land (as shown on appendix 1).

The Estates Department wish to grant a lease to the club to regularise Vernon Carus Sports and Social Club’s occupation whilst clearly defining lease responsibilities and the club’s demise surrounding the occupation of the property.

Other options considered and rejected:

That the Council do not let the property to Vernon Carus Sports and Social Club, this would represent a missed opportunity in terms of developing a local Sports and Community Hub in-line with the objectives of the Leisure Facilities Strategy.

15/04/2024 - Proposed sublet of space within South Ribble Tennis Centre ref: 2012    Recommendations Approved

Decision Maker: Cabinet Member (Finance, Assets and Public Protection)

Decision published: 16/04/2024

Effective from: 24/04/2024

Decision:

Decision made:

That permission be granted to allow South Ribble Leisure Limited to enter into a sublease arrangement with “That Foot Shop Ltd” as per the terms outlined in appendix 1.

Reasons for decision:

The Estates Department have conducted a thorough marketing exercise, with the potential tenant providing an offer which significantly exceeds the highest and best price for the space in line with Section 123 of the Local Government Act 1972.

Other options considered and rejected:

Were the space not to be let, this would impact the potential revenue generation of the tennis centre and would result in a loss over the term of the agreement.
