The Vice Chair, Councillor Elaine Stringfellow, welcomed members of the public to the meeting, introduced the committee and explained that the meeting was being livestreamed to YouTube.

Members are requested to indicate at this stage in the proceedings any items on the agenda in which they intend to declare an interest. Members are reminded that if the interest is a Disclosable Pecuniary Interest (as defined in the Members’ Code of Conduct) they must leave the room for the whole of that item. If the interest is not a Disclosable Pecuniary Interest, but is such that a member of the public could reasonably regard it as being so significant that it is likely that it would prejudice their judgment of the public interest (as explained in the Code of Conduct) then they may make representations, but then must leave the meeting for the remainder of the item.

The Planning Manager advised of two decisions which had recently been considered by the Planning Inspector.

The first decision was for The Fields on Long Moss Lane in Whitestake, the inspector found that the proposal conflicts with the development plan and the material considerations did not indicate that the appeal should be decided other than in accordance with it. The appeal was dismissed.

The second decision was for the demolition of an agricultural building and replacement with a dwelling at Fairfield, Long Moss Lane, Whitestake. The inspector found that there would be significant harm to the Green Belt and the very special circumstances necessary to justify inappropriate development in the Green Belt did not exist. The appeal was dismissed.

Deferred to allow Officer’s to investigate and report Penwortham Town Council’s response and for greater consideration to be given to the inter-relationship between the proposed flue vent and neighbouring residential flats.

An amendment to defer the application, was proposed by Councillor Will Adams and seconded by Councillor Keith Martin.

It was subsequently,

Resolved: (For: 9 Against: 1)

That the application be deferred to allow Officer’s to investigate and report Penwortham Town Council’s response and for greater consideration to be given to the inter-relationship between the proposed flue vent and neighbouring residential flats.

Application approved subject to conditions, as per officer recommendation.

The officers’ recommendation to approve the application, subject to the imposition of conditions outlined within the report was proposed by Councillor Will Adams and seconded by Councillor Keith Martin.
